Voting Age Population:  In 2000, the size of Delaware's voting age population was 589,013 and the black voting age population was 103,489 (or 17.6 percent of the voting age population).  Hispanics constitute about 4.0 percent of the voting age population (23,712 individuals), and Asians were 2.1 percent (or 12,333)(1) In 1998, the total number of registered voters in the state was 467,388 (83.6 percent)(2) and the number of black registered voters was estimated to be 57,483(3). Thus approximately 65.9 percent of Delaware’s black voting age population are registered to vote.
 

Black Elected Officials: There are 1,171 elected officials in Delaware(4). Of the 1,171 elected officials, 34 are African-Americans. Of the 34 black elected officials 5 were in Kent County, 18 in New Castle County, and 11 in Sussex County. Despite the fact that African-Americans are nearly 18 percent of the population, they hold only 3 percent of the elected offices in the state.  African-Americans are grossly underrepresented as elected officials in Delaware relative to their proportionate population size.  Of the 34 black elected officials, only seven are females (1 state legislature, 3 on local governing broads, 3 on school boards, and there are no black females serving on the courts).
