The VA Application Process
If you served on Active Duty, you might be eligible for education benefits offered by the Department of Veterans Affairs. For example, the Post-9/11 GI Bill provides financial support for educational and housing expenses to individuals with at least 90 days of aggregate service after September 10, 2001, or individuals discharged with a service connected disability after 30 days. You must have received an honorable discharge to be eligible for the Post-9/l1 GI Bill.
If you are currently serving in the military, you may be eligible for funding offered through the Department of Defense Tuition Assistance program. Check your eligibility status and the amount for which you qualify with your Service prior to enrolling. If you are the spouse or child of a service member who is serving on active duty Title 10 orders in the paygrades of El-E5, 01-02, or WI-W2, you may be eligible for financial assistance from the Department of Defense for education, training, and/or the occupational license and credentials necessary for a portable career.
If you are the spouse or child of a service member, you may be eligible for transfer of the service member's Post-9/11 GI Bill benefits to you.

To receive benefits, you must apply through the Department of Veterans Affairs. Veterans Affairs determines the amount of benefits a student can receive; therefore, we cannot estimate benefit amounts. Please contact Veterans Affairs at www.gibill.va.gov or call 1-888-442-4551 (888-GI-BILL) if you are in need of VA advisement, or for additional information. The submission of electronic applications using their VONAPP process is strongly encouraged.
The VA will process your application and send you a letter notifying you of their decision. Please be aware that it may take the VA several weeks to process your claim. If you are approved to receive benefits, you will receive a Certificate of Eligibility letter from the VA. Once you have received your Certificate of Eligibility letter, please submit a copy of the letter, and the completed UD Veterans Educational Benefits Enrollment Data Form to UD's Veterans Services Office (address above). Once all of the required documents are received, UD's VA Certifying Official will electronically submit a 22-1999 enrollment certification to the VA to initiate payments.
VA Enrollment Certification Renewal
Enrollment Certification Renewal is not automatic. You must submit the UD Veterans Educational Benefits Enrollment Data Form as soon as you register for the following term to reactivate your benefits and prevent a lapse in payment. Without a new enrollment form, your payments will stop. You must notify UD's VA services office if you change your major, withdraw, or add and/or drop classes.
The VA will be notified of failure to maintain standards of attendance, progress or conduct: When a student has failed to maintain the prescribed standard of attendance, progress, or conduct, the school must promptly notify the VA so that the VA can discontinue benefit payments in accordance with the law. If a student's progress or conduct becomes unsatisfactory, the termination date assigned by the school will be the last day of the term or other evaluation period in which the student's progress or conduct became unsatisfactory. In situations involving unsatisfactory attendance, benefits will be discontinued based on the student's last date of attendance as reported by the school.
Chapter 30, 1606 & 1607 veterans will not receive payment until they have also verified their monthly attendance directly with the VA. Enrollment can be verified starting on the last calendar day of the month by using the Automated Verification of Enrollment (WAVE) at www.gibill.va.gov/wave or by calling the toll free Interactive Voice Response (IV) telephone line at 1-0877-823-2378.
How to receive VA benefits at the University of Delaware
All of the University of Delaware undergraduate and graduate programs are approved by the Delaware State Approving Agency for training of veterans. In order to utilize Veterans Education Benefits, a student must be an admitted University of Delaware student.
New / Current Students:
- Be admitted to the university;
- Register for courses;
- Provide a copy of your Certificate of Eligibility letter from the VA (if that has not been received yet, a copy of the VA application may be used in the meantime);
- Complete and submit the UD Veterans Educational Benefits Enrollment Data Form once you have registered for classes.

If you are already a UD student and feel that you may be eligible to receive Veteran's Education Benefits, please contact Veterans Affairs at www.gibill.va.gov or call 1-800-GIBILL-1. The University's Registrar's Office cannot apply for benefits on behalf of a student.
Graduate Students:
- Be admitted to the university;
- Register for courses;
- Provide a copy of your Certificate of Eligibility letter from the VA-- if you have used the benefits at a previous college/university, you must also submit a Change of Place of Training Form (22-1995 or if you are a Ch.35 student, form 22-5495);
- Complete and submit the UD Veterans Educational Benefits Enrollment Data Form once you have registered for classes.
Transfer Students:
- Be admitted to the university;
- Register for courses;
- Provide a copy of your Certificate of Eligibility letter from the VA-- if you have used the benefits at a previous college/university, you must also submit a Change of Place of Training Form (22-1995 or if you are a Ch.35 student, form 22-5495);
- Complete and submit the UD Veterans Educational Benefits Enrollment Data Form once you have registered for classes.
Transfer Credit
Transfer Credit is awarded by the Registrar's Office. Incoming students with credits are advised to contact the Registrar's Office as soon as possible, as the University of Delaware does not automatically accept credit from service-related academic institutions or service-related training.

Chapter 33 - Post- 9/11 GI Bill
The Post-9/11 GI Bill provides financial support for education and housing to individuals with at least 90 days of aggregate service on or after September 11, 2011; or individuals discharged with a service-connected disability after 30 days. You must have received an honorable discharge to be eligible for the Post- 9/11 GI Bill.
The Post -9/11 GI Bill is effective August 1, 2009. The amount of support that an individual may qualify for depends on where they live and what type of degree they are pursuing. For a summary of Post- 9/11 GI Bill benefits, go to www.gibill.va.gov and refer to the benefit comparison chart. Approved training under the Post- 9/11 GI Bill includes graduate and undergraduate degrees, and vocational/technical training. All training programs must be offered by an institution of higher learning (IHL) and approved for GI benefits. Additionally, tutorial assistance and licensing and certification test reimbursement are approved under the Post -9/11 GI Bill.
Chapter 30- Montgomery GI Bill
The Montgomery GI Bill (Chapter 30) assists students who entered active duty for the first time after July 1, 1985, and who agreed to have their pay reduced by $100 for 12 months. Veterans must have received an honorable discharge and active-duty personnel must have served at least 2 years to be eligible to use their benefits.
Certain veterans and active-duty military personnel who were eligible for educational assistance under the Vietnam Era GI Bill (Chapter 34) on December 31, 1989, may be eligible for benefits under the Montgomery GI Bill if they have served on active duty since October 19, 1984, without a break in service and served 3 continuous years on active duty from June 30, 1985, through June 30, 1988, or served 2 continuous years on active duty followed by 4 years in the selected reserves after June 30, 1985. A break in service of 90 days or less during the period October 19, 1984, through June 30, 1985, will not disqualify a person from eligibility for benefits. However, a break in active duty of any length after June 30, 1985, will disqualify a person for Chapter 30. These participants are not required to make contributions to the program. Certain individuals who are voluntarily or involuntarily separated from active duty with an honorable discharge may elect to participate and make a $1,200 contribution to the Montgomery GI Bill program before separating from active duty. This includes individuals who may have participated in the Veterans Educational Assistance Program (VEAP - Chapter 32).
Individuals are allowed 36 months of full-time entitlement. Participants who have eligibility through the Vietnam Era GI Bill have 36 months of entitlement or the amount of entitlement they have remaining from Chapter 34, whichever is less. Benefits must be used within 10 years from the date the individual was last discharged.
Chapter 30 - Montgomery GI Bill Tuition Assistance Top-Up
Tuition Assistance Top-up is available to students on active duty, who are approved to use federal tuition assistance, and are eligible for Chapter 30--the Montgomery GI Bill.
On October 30, 2000 an amendment to the Montgomery GI Bill was signed into law which permits the Department of Veterans Affairs to pay a Tuition Assistance Top-up benefit. Prior to this law, all branches of the military could pay up to 75% of a service member's tuition and expenses through the Tuition Assistance program. Service members were required to pay the remaining costs of their tuition bill themselves and they were not allowed to receive Tuition Assistance and use their Montgomery GI Bill for the same course. With the passing of the law, all branches of the military are allowed to pay 100% of the service member's tuition and expenses. When the military cannot or does not cover 100% of the tuition and expenses, a service member, eligible for the Montgomery GI Bill can elect to receive his or her benefits for all or part of the remaining expenses.
The use of Tuition Assistance Top-up reduces future entitlement to the Montgomery GI Bill and service members should carefully consider their situations.
Chapter 31 - Vocational Rehabilitation
Vocational Rehabilitation (Chapter 31) provides assistance to veterans who have a service-connected disability of at least 20% and are in need of vocational rehabilitation. Eligible veterans may be allowed up to 48 months of full-time benefits. Veterans generally have 12 years from the date they are notified of their entitlement to the program.
Chapter 1606 - Montgomery GI Bill - Selected Reserves
The Montgomery GI Bill - Selected Reserves (Chapter 1606) benefits are available to reservists who enlist, re-enlist, or extend an enlistment in the Selected Reserve for not less than 6 years on or after July 1, 1985. For officers, the 6-year period is in addition to any other obligated period of service. Eligibility for the program requires that the reservists have obtained a high school diploma or equivalent. In addition, the reservist must have completed Initial Active Duty Training (IADB). Finally, a reservist must be participating in training at the time benefits are used. A reservist is allowed 36 months of full-time benefits.
Chapter 35 - Survivors and Dependents Benefits
Survivors and Dependents Benefits (Chapter 35) provide educational benefits to spouses and children of veterans who either died while in service, died as a result of a service-connected disability, or became totally and permanently disabled as a result of their military service.
Survivors and dependents are allowed 45 months of full-time benefits. Spouses have 10 years from the date of the veteran's effective date of permanent and total disability rating or the veteran's death. Dependents' benefits end on their 26th birthday or 8 years from the veteran's effective date of permanent or total disability rating or the veteran's death, but not after the dependent's 31st birthday.
REPS - Restored Entitlement Program for Survivors
Restored Entitlement Program for Survivors (REPS) may be available to certain survivors of deceased veterans in addition to Chapter 35 benefits. Eligibility for these benefits is limited to unmarried full-time students between the ages of 18 and 22 whose parent died while on active duty before August 13, 1981, or who died as a result of a service-connected disability incurred before August 13, 1981. These benefits are similar to the benefits eliminated from Social Security. The amount of the benefits is based on information from the Social Security Administration.
Students who are applying for benefits for the first time must complete DVA form 21-8924, Application of Surviving Spouse or Child for REPS Benefits.
Yellow Ribbon Program
The Yellow Ribbon GI Education Enhancement Program (Yellow Ribbon Program) is a provision of the Post-9/11 Veterans Educational Assistance Act of 2008. This program allows institutions of higher learning (degree granting institutions) in the United States to voluntarily enter into an agreement with VA to fund tuition expenses that exceed the highest public in-state undergraduate tuition rate.
GoArmyEd
GoArmyEd is the virtual gateway for all eligible active duty, National Guard and Army Reserve Soldiers to request Tuition Assistance (TA) online, anytime, anywhere for classroom and distance learning. It allows Soldiers to manage their education records including college classes, testing, on-duty classes and Army Education Counselor support.
Military Call-Up, Absences, & Readmission
A student ordered to active duty due to national crisis, under circumstances that preclude completion of a semester or session, will be allowed to take a leave of absence from the University. The student must present a copy of the military orders to the Office of the Dean of Students or the office of the assistant or associate dean of the student's college to complete a withdrawal/leave notification form.
The University of Delaware has a readmission policy in place. With respect to military/veteran students, we:
- Refrain from denying readmission to any person who is a member of, applies to be a member of, performs, has performed, applies to perform or has an obligation to perform services in the uniformed services on the basis of that membership, application for membership, performance of service, application for service, or obligations to perform service;
- Promptly readmit any student who wishes to re-enroll after having left to perform qualifying service in the US Armed Forces,
National Guard, or Reserves with the same academic status to the same program if:
- The student (or appropriate Armed Forces officer or Dept. of Defense official) gives advance written or verbal notice of such service to the Registrar's Office at the University of Delaware as far in advance as is reasonable under the circumstances;
- The cumulative length of the absence, and of all previous absences, from the University of Delaware, because of uniformed service does not exceed 5 years; and
- The student submits written or oral notice of intent to re-enroll to the Registrar's Office no later than 3 years after completing the service period, or no later than 2 years after recovering from an illness or injury related to that service
- Will waive the advance notice requirement if such notice is precluded by military necessity, i.e. classified mission, operation, exercise, or requirement; or pending or ongoing mission, operation, exercise, or requirement that may be compromised or adversely affected by public knowledge.

- How long does it take to begin receiving benefits after they have been initiated and enrollment certification (22-1999) has been electronically sent to the VA?
New applicants should expect to receive their first check 8-12 weeks from the time the enrollment certification is sent.
You will be paid retroactively from the first day of class. It is imperative that you notify UD's VA Certifying Official of any changes to your enrollment information (i.e. changes to schedule, including adding, dropping or withdrawals).
- What do I need to do each semester to continue receiving VA benefits?
Complete and submit the UD Veterans Educational Benefits Enrollment Data Form once you've officially registered for classes.
- Will I qualify for instate tuition?

- Can I get a tutor?
Eligible veterans who have a course deficiency may be eligible to receive reimbursement for payment to a tutor for individual tutoring. Visit the VA website at www.gibill.va.gov for more information and to obtain the Application and Enrollment Certification for Individualized Tutorial Assistance (VA Form 22-1990t).

- Do VA benefits affect Financial Aid?
Yes, VA benefits must be reported and may be calculated in award packages. For further information, contact the UD Student Financial Services Office at 302-831-2126.
- Transfer Students
If you are a transfer student and have used VA benefits at your previous college/university and would like to continue receiving the same benefits at UD, you don't need to reapply. You may submit a change of place of training form 22-1995 or 22-5495 (if you are a Ch. 35 dependent).
- Dependents of Veterans
If you are a dependent of a veteran and will be receiving benefits under the Chapter 33 Post 9-11 transfer option, submit your VA certificate of eligibility or a copy of your 1990E application.
