a. Rationale
for creation, revision, or deletion:
In the spring of 2000, the doctoral programs in the School of Education underwent an Academic Program Review by faculty representing a number of different academic units at UD. Although they were complimentary of some of the aspects of the PhD program, such as the Portfolio, they were critical of the lack of coherence across the program and the decentralized administration that resulted from the number of different concentrations that existed within the program.
The current PhD program reflects a
time in which two separate education departments merged into the newly formed
College of Human Services, Education and Public Policy (CHEP) and then
subsequently merged to become a School of Education a year later. It reflects the work of a Transition
Committee to develop a stopgap set of procedures to merge the two former,
department-based PhD programs and keep a Ph.D. program running in the SOE. We have now been a SOE for five years, we
have a new director, a newly formed office of graduate studies, and for the
past year we have been working on developing a new Ph.D. program that is
reflective of our current faculty in the SOE.
We offer the following proposal that maintains and strengthens many of
the laudable features of the current Ph.D. program as cited in the Academic
Program Review. This proposal also
suggests new design features that we believe will lead to a coherent Ph.D.
program that is a distinctive Delaware model, that more effectively utilizes
our resources and reflects the interests and research strengths of our faculty,
and that develops an early and sustained research disposition among our
students.

Specialization Area Coursework: (21 credits)
Students complete 21 credit hours of specialization area coursework from one of the following areas: educational policy; cognition, development, and instruction; measurement, statistics, and evaluation; school psychology; special education; literacy and reading; sociocultural and communal approaches to education; mathematics education; science education; or social studies education. Specialization area coursework provides Ph.D. students with a rich knowledge base within a specific area of interest. It gives students an in-depth exposure to specific education topics under the guidance and direction of faculty experts and provides the context for student inquiry through research.
III. Research
Colloquia Coursework: (6 credits)
Students enroll in a 1 credit Research Colloquia Lecture Series (EDUC 840) course each semester for a minimum of six semesters. The research colloquia expose students to some of the foremost thinkers and researchers in the field of education. Guest scholars are invited to share their research findings with doctoral students and faculty in a setting that encourages collegiality and familiarizes students with a number of scholarly presentation styles and content areas.
IV. Dissertation
Coursework: (9 credits)
Nine semester hours of dissertation credit (EDUC 969) is required of all Ph.D. students.

(EDUC 964). Graduate students are
required to be registered for courses every semester, including the semester in
which their degree is conferred, unless they are on an approved Leave of
Absence.
