a. Rationale
for creation, revision, or deletion:
The current masters program does not reflect the
current State of Delaware requirements for certification as a Teacher of
English as a Second Language. The
revisions requested in this proposal will bring our current program in line
with certification requirements.
b. Summary
of program:
The proposed changes to the M.A. in English as a
Second Language/Bilingualism are as follows:
1) change the title of the
degree to Teaching English as a
Second Language. The word
“Bilingualism” will be dropped from the title. The addition of the word
“Teaching” more accurately reflects the instructional emphasis in the program
and is consistent with the title of equivalent programs at other institutions;
2) retain the same number of credits in
the Education Core (12 credits) but specify the courses that students must take
to align with state certification requirements. Currently, students have a number of course options within this
area; 3) add one course (3 credits) to
the Linguistics and ESL content course requirements. This will change the
number of required credits in this area from 15 credits to 18 credits. The added course will be an advanced ESL
methods course, to be developed this year, and offered through EDUC. This
course, EDUC 647, Advanced Methods in Teaching ESL, has been submitted for
challenge to Faculty Senate. The total
credits hours for the degree will remain the same and the current 3-credit hour
elective requirement will be dropped;
4) all students will be required
to participate in either a supervised
practicum (for those students not seeking certification), or a
supervised student teaching experience (for those students seeking
certification). Currently, students not
seeking certification may choose to complete either a research project OR a
practicum experience; 5) set the minimum TOEFL score required for admission at
600 (paper-based test) or 250 (computer-based test). The current minimum is 575
(paper-based test). All other admission
requirements will remain the same.

Students seeking certification as an ESL teacher must complete the following academic requirements in addition to the master's degree in order to receive the University’s institutional recommendation for certification:
1. Fulfill all requirements for the M.A.
2. Complete student teaching (EDUC 400 – 9 credit hours) plus its co-requisite, EDUC 430 Classroom Management (1 credit hour).
Additional notes regarding eligibility for student teaching:
1. Successfully passing the Praxis I exam
is a pre-requisite for student teaching.
2. ESL student teachers must complete 6 credit
hours of a foreign language at the intermediate level or pass a proficiency test. Language
courses are not counted as degree
requirements. Students are encouraged to
complete the language requirement prior to
entering the program or during winter or
summer sessions.
3. Non-native speakers of English who plan to
use their MA-TESL degree in the US or apply for certification need to establish proof of their
English proficiency by taking the University’s
UDIA and SPEAK tests, scoring 250 and 55
respectively. These tests are administered by
UD’s English Language Institute.
