Delaware is located in the mid-Atlantic region of the United States. It is bordered by the states of New Jersey, Pennsylvania, and Maryland. There are three counties in Delaware: Kent, New Castle, and Sussex. Dover is the capital city. According to the U.S. Census Bureau, there were 783,600 people residing in Delaware in 2000. The were 150,66 Blacks living in Delaware in when 2000 census was taken, and this was up from 112,125 in 1990. In 2000, Blacks were 19.2 percent of the state's total population, Whites were 74.6 percent, Asian/Pacific Islanders were 2.1 percent, and Native American were .3 percent of the population.
