Messenger - Vol. 2, No. 3, Page 14 Summer 1993 ELI reaches out Marilyn Cooper, formerly of the Small Business Development Center at the University of Wisconsin-Madison, has become the outreach coordinator for Delaware's English Language Institute (ELI). This new position allows the ELI to broaden its mission to provide business and educational development throughout New Castle County for adult minorities with limited English proficiency. Working closely with colleagues in the College of Urban Affairs and Public Policy, Cooper will serve as a liaison to the business community, state and local government agencies and minority organizations to create support for vocational, educational and business development programs. While at Wisconsin, she focused on customized vocational training and on small business and economic development for minorities with limited English. The English Language Institute was established in 1979 to provide linguistic, academic and cultural support for foreign students, scholars and professionals.
