RANDALL DUNCAN

Randall C. Duncan is the Director for Sedgwick County (Wichita) Kansas Department of Emergency Management. He is also a past president of the International Association of Emergency Managers (IAEM) and a past chair of their Domestic Preparedness Committee. He graduated from Southwestern College in Winfield, KS. with a B.A. in Political Science in 1979, and holds a Master of Public Affairs Degree with an emphasis in Disasters and Emergency Management from Park University in Kansas City, Missouri, 2006. He is in his second appointed term in serving as a member of the Governor's Commission on Emergency Planning and Response in Kansas, and a past Chair of the Commission. Duncan was named as a Kansas Certified Emergency Manager in 1992, an IAEM CEM® in 1993 and an Oklahoma Certified Emergency Manager in 1994.

Duncan is a past president of KEMA and a past Chair of the Mid-America Emergency Management Conference. He is also a graduate of the Federal Emergency Management Agency's (FEMA) Professional Development Series (PDS). He has served as a training consultant to the states of Missouri, Iowa and Oklahoma, as well as Adjunct Faculty for the Emergency Management Institute in Maryland. In September 2000, Duncan was the first local government emergency manager from the United States invited to join an EMI/ FEMA delegation to the Republic of Turkey to assist in developing a center of emergency management training and excellence at Istanbul Technical University.

Duncan assisted the USDOJ in support of the Fire Department, New York City (FDNY) from September 18 to 28, 2001at the World Trade Center Command Post. He is a member of the International Association of Counter Terrorism and Security Professionals and has been in local government since 1986. Duncan has administered nine presidential declarations of disaster (eight in Kansas and one in Oklahoma) and one presidential emergency. The most recent disaster was the December 2007snow and ice storm in Sedgwick County.
