Signature Requirements


  1. For Personnel Transactions:

    PAFs involving funding or salary changes- Approval of Director or Chairperson, and Dean or Vice President. Assumes proper approvals already obtained for special salary increases, such as equity, reclassification, etc., as defined in this policy. In many cases, the required signature may be on a memo to request the adjustment. If such a memo is attached to the PAF, the Dean or Chairperson's signature is not required on the PAF.

    S Contracts for teaching - Approval of Director or Chairperson, Dean or Vice President, and Department being charged.

    S Contracts for non-teaching - Approval of Director/Chairperson, Dean/Vice President, and Department being charged. Payments greater than $100 must also have approval of Provost/V.P. Employee Relations

  2. For Support Account Changes, Expenditures, and Journal Vouchers in the Basic and Self-Supporting Budgets:

                    Provost and Sr. VP - Admin.         Up to $100,000
                    College Deans and Other V/Ps        Up to  $75,000
                    All Other Account Administrators    Up to  $25,000
                   
    All Other Account Administrators was recently revised to include senior Hourly and Salaried Staff members at the equivalent of Level V or higher in the Salaried Staff Salary Classifications. Such individuals are permitted to have signature authority up to $25,000 if authorized in writing by an accountable professional/faculty administrator.

    Movement of Basic Budget funds from salary to support, and vice versa, are not normally authorized.

    Exceptions require the approval of the Director of Budget.

  3. Signature requirements for Contracts or Grants:

    Guidelines should be obtained from the Office of Sponsored Programs.

  4. Reorganization within a unit:

    Dean and Vice Presidents may transfer a single position to different units accountable to them. Multiple transfers of positions in one unit require the approval of the Provost or Senior Vice President for Administration, as appropriate.

  5. A specific signature is required only once for any given transaction.

    For example, if a Dean has requested a reclassification of a position, which is later approved by the Vice President for Employee Relations, the Dean is not required to sign the PAF to implement the reclassification adjustment. In such a case, the Chair may submit a PAF for processing with reclassification approval memo attached.
