SUBJECT: IMPORTANT POINTS TO NOTE
When completing the Employee Budget Turnaround Forms and Vacant Position Lists, please keep the following points in mind:

  1. Detailed instructions on the completion of these sheets have been distributed to Vice Presidents, Deans, and some Directors, and are not being sent to each department. If you are not familiar with the mechanics of completing the forms, please call your budget analyst at x1234, and we will send a copy of the detailed instructions or schedule a training session.
  2. The forms, including the Vacant Position Lists are to be returned to Budget, 308 Hullihen Hall, through your Vice President, Dean or Director by May 8, 1991. These forms should be returned by security officer or in person. They should not be sent through campus mail. After processing, your Dean, Director or Vice President will be notified that they may release the 1991-92 salaries.
  3. The merit pool percentage for professional and salaried staff, chairpersons and part-time faculty is 5%. The bargaining unit faculty merit pool percentage is 2% plus a 3% across-the-board increase. A structural adjustment for both full-time and part-time faculty, based on academic rank is also included on the sheets. Structural adjustments will also be given for Deans, Acting Deans, Associate Deans, Chairs, Acting Chairs, Associate Chairs and Assistant Chairs based on their academic rank as described in item 12 of this document. Merit pools are not to be mixed between personnel classes.
  4. Attached are sheets indicating the amounts of your merit pools as of the date the employee sheets were printed. The merit pools are to be distributed strictly on the basis of merit, related to the performance evaluations. Employees who have negotiated or predetermined salaries for 1991-92 should be removed from the merit pools as they are ineligible for merit increases. In the COMMENTS section the source of funds for any increase should be indicated for these individuals.
  5. The Merit pool includes individuals employed by the University before 4/1/91. Merit pool funds for individuals who will not be employed by the University as of 7/1/91 may not be spread among other employees and must be removed from the pool. If an individual is terminating shortly after the beginning of their contract, you are permitted to give them a merit increase, if you so desire.
  6. Employees who have transferred to other departments, but still appear on their old department Employee Budget Turnaround Forms should remain part of the old department's merit pool and will receive their merit increase from their old department. The old department will discuss the merit increase with the new department and obtain the correct account code information for payment from the new department.
  7. Individuals who will not be faculty on the last day of the current contract period and on the first day of the new contract period should be added to the 5% merit pool.
  8. Written justification must be attached to the Employee Budget Turnaround Form for any merit increase recommendation as follows:

    Professional and Salaried Staff and
    Part-Time Faculty - below 2.5% or above 7.5%
    Full-Time Faculty - below 0.5% or above 4.0%

  9. Administrative supplements for only Deans and Department Chairpersons will be increased the same percentage of increase as the base salaries and will be added to the base salary. Acting Deans and Acting Chairs do not receive increases on their administrative supplements.
  10. If the across-the-board increase of 3%, plus merit increase allocations of 2% and structural adjustment do not bring all faculty members up to the 1991-92 minimums as stated below, additional funds will be allocated and added to the across-the-board increase amount already on the forms.

    In such cases where an individual has been promoted, the promotional increment is added to the minimum for the new rank.
  11. For individuals who were promoted, you should place the following promotional increments in the promotional increment block on the sheets.

  12. Structural adjustments for faculty are preprinted on the Employee Budget Turnaround Forms, but for Deans, Acting Deans, Associate Deans, Chairs, Acting Chairs, Associate Chairs and Assistant Chairs the structural adjustment must be placed on the sheets by the department. These amounts will be determined based on academic rank as follows:

  13. Forms are to be completed using a RED BALL POINT pen.
  14. If there are no changes to the Contract Type, Employment Status, Contract Terms or % Time, DO NOT REWRITE THE INFORMATION.
