3:06 p.m., Dec. 8, 2010----Jerry Cutler, director of labor relations and employment practices for the state of Delaware since 2007, has been named director of human resources at the University of Delaware effective Dec. 13, it was announced by Jennifer (J.J.) Davis, vice president for finance and administration.

“Jerry is a strong addition to the University of Delaware Human Resources team,” Davis said. “He has tremendous experience working a broad range of human resources issues as they relate to higher education and other organizations.”

As director of human resources at UD, Cutler will be responsible for areas including wellness/benefits, compensation, recruitment and employment, employee training/ education initiatives, and partnering on Affirmative Action and inclusion issues.

Cutler, who has taught human resource management, labor relations and related courses at UD, Penn State, the Johns Hopkins University School of Continuing Studies and Wilmington University Graduate School, served as state manager of labor relations from 1996 to 2007 before becoming director of labor relations and employment practices.

Before joining state government, Cutler was an attorney with Abato, Rubenstein and Abato from 1993 to 1996.

Cutler is co-author of a chapter in the International Human Resources Guide addressing faculty and student recruitment issues under federal immigration laws and published an analysis of overtime compensation practices among public employers and higher education institutions in the Legal Guide to Human Resources.

He represented Pennsylvania State System of Higher Education employees in classification, compensation, benefits and labor relations matters and coordinated labor relations activities for University of California System employees covered by the Higher Education Employer-Employee Relations Act.

Cutler is a graduate of Penn State and the University of Maryland School of Law. He served as co-chair of the American Bar Association Section of Litigation, Public Sector Labor and Employment Law Subcommittee.
