The victim was a former student of Shaffer's when he was an associate professor at a community college in the Lancaster, Pa., area. When the student transferred to the University of Delaware, Shaffer continued to contact her, threaten violence toward her and implied he was following her movements, despite repeated demands from the victim that he not contact her, police said.

Shaffer was apprehended by the U.S. Marshals Fugitive Task Force at his apartment in the Lancaster area. He waived extradition and was transported to Delaware and turned over to the University of Delaware Police.

He was charged with felony stalking and arraigned before the J.P. Court, where bail was set at $6,000 cash, and he was subsequently committed to the Howard Young Correctional Center.
