UD Police were notified on April 20 by Delaware State Police that a registered sex offender from the state of New York had failed to register as a sex offender in Delaware. Green enrolled at UD as a Ph.D. student in the spring and has worked since February as a teaching assistant.

While Green is a resident of the state of New York, under Delaware's sex offender registration statute he is considered a temporary resident of Delaware because he is employed by a college in this state. Because he is registered as a sex offender in New York, he was required to register as a sex offender in Delaware within three business days of his employment at UD. Green was charged with failing to register as a sex offender with the Delaware State Police. Following arraignment on April 21, he was released on bond. He has been placed on administrative paid leave and ordered not to return to campus pending adjudication of pending charges.
