Electronic & Information Technology Accessibility Requirements

Overview

As a federally funded institution, the University of Delaware is required to comply with applicable accessibility laws such as Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act (ADA) to ensure users with disabilities can access and use the products and services we procure.

To ensure compliance with these laws and accessibility standards all new contract/license or renewals, regardless of dollar amount, involving electronic and information technology (EIT) must undergo an accessibility review before the contract/license or renewal documentation is signed.

New or existing contracts and licenses may not be signed or renewed until an accessibility review is completed.


Accessibility Requirements

All EIT, including but not limited to locally hosted or cloud hosted products and services, websites, web services, or digital assets such as online training content or platforms, videos, and files, are required to meet the latest versions of the following accessibility standards:

  • Web Accessibility Content Guidelines (WCAG) 2.0, Level A and Level AA
  • Web Accessibility Initiative Accessible Rich Internet Applications (WAI-ARIA)

Furthermore, all purchases involving EIT require vendor submittal of a Voluntary Product Accessibility Template (VPAT), WCAG Version, for review. It is recommended that you request a VPAT from the vendor a month in advance of the review to allow the vendor time to complete the VPAT.

Contract Requirements

New contract: All new purchase orders and/or contracts involving digital products and/or services, regardless of the dollar amount, are subject to the above review process.

Contract renewals: All renewals of existing purchase orders and/or contracts, involving digital products and/or services, regardless of dollar amount, are subject to the above review process.

Remediation: In the case when it is determined that a product and/or service must be made accessible, the Vendor will develop a remediation plan and timeline in which the product and/or service will be made accessible.
