The meeting was called to order at 2:31 p.m.

Old Business


Constituent Concerns

Several constituent concerns involved campus parking. Ms. Focht agreed to raise these at the next meeting of the Parking Committee and to report the committee’s responses.

Ms. Katz’s constituent proposed to restrict students from parking in certain lots beyond 7:30 a.m. (rather than 8 a.m.) This would accommodate employees whose workday begins at 8 a.m. The parking committee had moved the restriction to 8 a.m. several years ago to give students time to move their cars out of those parking lots. This issue is open to further discussion.

A constituent of Ms. Katz questioned any plans to phase all gold lots into gate controlled lots. In meeting with SSAC on June 16, 2004, James Grimes, Public Safety, stated that total gate-controlled parking would not be cost-effective.

Ms. Hadden asked if a number of parking spaces would be eliminated due to the Center for the Arts expansion. Capt. Grimes indicated the new parking facility and adjacent street parking would support parking needs.

Mr. Elfers brought up the need to address driving the wrong way in lot 33. The committee responded that the Parking Services is reviewing suggestions.

Ms. Focht provided the following 2005-2006 parking fee increases:

Blue - continue free
Red - $90.00 ($88.00 last year)
Gold - $275.00 ($266.00 last year)
Resident Student - $385.00 ($372.00 last year)
Gate Lot - $413.00 ($400.00 last year)
7a.m.-5p.m. reserved - $975.00 ($945.00 last year)
24 hour Reserve - $1,270.00 ($1,228.00 last year)
Student Gate - $568.00 ($580.00 last year)
Motorcycle - $53.00 ($53.00 last year)

Ms. Hadden called attention to Senate Bill #14, currently in the Senate Finance Committee, which would permit a service pension after 25 years of credited service, regardless of age, without actuarial reduction. John Armitage, Director, Government Relations, reports that the bill has been assigned to the Senate’s Finance Committee. The bill can be tracked at the General Assembly’s web page


Mr. Holland noted that the annual performance appraisal period had started. If constituents have questions concerning appraisals, representatives may contact either Mr. Holland or Mr. LaPenta for information.

Ms. Hadden asked if the appraisal program would become Web-based. Mr. Holland responded that there are plans to make it so, but there is a waiting list for Web implementation. He estimated it would take effect within the next two years.

Ms. Doucette asked if the new merit pool percentage had been determined. Mr. LaPenta said it had not.

Parking Committee Report

Ms. Focht reported that the committee held a meeting of a preliminary nature on February 15. Items discussed centered mainly on the new multi-level parking facility and included a new turn restriction and a need to publicize the lot and add signage.
