Minutes July 12, 2006

Meeting agenda and changes

Dr. Colm explained to the group that PAC is an extension of Human Resources with an open forum which has changed greatly over the years, “This is your meeting, not mine,” she said. Duly elected representatives are expected to be the eyes and ears of their professional colleagues. Paul Pusecker suggested that the committee members solicit their constituency for concerns. Solutions to concerns are noted in the PAC minutes.

Constituent Concerns

A constituent of Ms. Cohen’s inquired if there has been any acknowledgement of the limited number of university offerings that are currently available to UD employees and noted that UD should start a daycare. Dr. Colm responded that the University continues to offer the services of The Early Learning Center, the Family and Workplace Connection, and the College School . Mr. LaPenta contacted Karen Rucker, Director of ELC whose response follows:

Total Capacity of the Center: 227 children. There are multiple waitlist categories to address the ELC’s target populations. The priorities are set as follows:

  1. Currently enrolled children transitioning to another classroom (e.g. an infant moving up to a toddler room)
  2. Siblings of currently enrolled children
  3. Purchase of Care recipients, up to 40% of the total enrollment, children with a diagnosed disability, up to 20% of the enrollment and children living now or who have lived in foster care, up to 10% of the total enrollment
  4. University of Delaware employees, who do not meet the requirements of priority category 2 or 3, spaces are reserved for University families: 50 children, which is approximately 22% of the enrollment. At this time we are considerably over that number.
  5. Up to 50 slots are distributed throughout the age groups
  6. Children from the general community, who do not meet the first 4 priority categories.
  7. Currently there are many University children and non-University children on the wait list. One factor to bear in mind is that once a child is enrolled, she or he could potentially be enrolled for up to twelve years (i.e. if a child begins at 6-weeks of age, she or he could be at the Center through the age of 12).

Ms. Riley inquired about how the level 9 personnel class review process was progressing. Mr. Pusecker informed the group that the next committee meeting was scheduled for July 13. Mr. Hollowell’s approval will be required if the level 9 is to be recommended by the committee and specifics outlined concerning how to integrate the position into the University’s classification system. Dr. Miller asked if this was a part-time position. Dr. Colm noted that this is a full-time salary staff position. This matter will be discussed again at the next PAC meeting.

Dr. Miller inquired about the work presently being done on the curbs on Main Street . He asked if there would also be work done on the curbs on South College Avenue . It was noted that President Roselle and Mr. Hollowell have expressed concerns about the timing of this work. Michael Parisi checked into this and found out that this summer project is for Main Street , Hillside and Route 896 North. Route 896 South is apparently a Del DOT road, not the City of Newark ’s and information indicates that there is nothing planned at this time.

Committee Reports

PAC Report on The Commission to Promote Racial and Cultural Diversity meeting held on
May 15, 2006 as submitted by Trudy M. Riley.

The Commission to Promote Racial and Cultural Diversity

The guest speaker for this meeting was President Roselle. Dr. Roselle shared with the group that the University of Delaware is ranked sixth in the nation among universities with retention and graduation rates of African-American students. Dr. Roselle stated the number of students of color would increase according to successful graduation rates. He went on to share some of the successes of the University’s McNair Scholars. The University of Delaware ’s McNair Program success rate in sending students to graduate school is 100% compared to 20% in McNair Programs nationwide. Dr. Roselle indicated that former McNair scholars are certainly potential candidates for faculty positions as they complete their doctoral degrees.
Dr. Roselle discussed the various support programs for University of Delaware students of color: ASPIRE (Education), EXCEL ( Alfred Lerner College of Business & Economics); NUCLEUS (Chemistry & Biochemistry); and RISE ( College of Engineering ). It is interesting to note that the College of Engineering has the highest number of students of color graduates. He stated that it is important for all to embrace diversity. He commented that faculty should be reminded regularly of the need to recruit and to hire persons of color. He suggested that potential candidates could be found at various conferences, meetings, not only through advertising.
Following his presentation Dr. Roselle answered questions from the Commission members:

  1. How has the number of African-American faculty and professionals changed on the University of Delaware campus in recent years? Dr. Roselle responded that the basic number of employees of color has remained the same. The number of faculty has increased by 150.
  2. Are graduates of the McNair Program being tracked? Dr. Roselle responded yes.
  3. Does the Admissions Office have a special marketing pattern for success in recruiting students of color? Dr. Roselle stated that the University of Delaware ’s success rate is very competitive.
  4. Is there an exit interview for faculty that leave the University of Delaware? Dr. Roselle responded yes.

  5. Another question was posed to Dr. Roselle: Is there something else Dr. Roselle wants the Diversity Commission to do? Dr. Roselle responded that the Diversity Commission should keep faculty and departments fully informed about pertinent issues and information because personnel issues such as hiring and tenure are decided for the most part within the academic departments.


Tom LaPenta is currently facilitating training for the Professional Hearing Board regarding the grievance system for professional employees. He will be continuing these training sessions for both PAC and SSAC
