As deputy ADCI for analysis and production, Mr. Nolte supports the Director in coordinating the analytic programs of the agencies of the United States intelligence community. The focus of his efforts is the integration of a range of programs developing the tools and techniques to be used by future generations of intelligence analysts.

Mr. Nolte is a career employee in the senior executive service of the National Security Agency, where recent assignments have included director of education and training and chief of legislative affairs. Earlier assignments include both analytic and managerial positions, including tours as senior intelligence advisor to NSA’s director of operations and as NSA’s liaison to the National Archives. During the Clinton administration, he created and led NSA’s reinvention laboratory for analysis and reporting.

From 1998 to 2000, Mr. Nolte served as director of outreach and planning at the National Intelligence Council, the strategic analysis arm of the intelligence community. In his previous assignment at the Council, he served as deputy national intelligence officer for the Near East and South Asia during the Gulf War.

On behalf of the Director of Central Intelligence, Mr. Nolte directs the Intelligence Fellows Program. He is a member of the board of editors of Studies in Intelligence, CIA’s professional journal, and of the secretariat of the Intelligence Science Board. He has been an adjunct faculty member at the University of Maryland, George Washington University, the Joint Military Intelligence College, and the National Cryptologic School.
