The evaluation level must involve making some sort of value judgment. And like the analysis level, the task must involve one or more complex wholes (for example, some social policy, scientific theory, or the like). Evaluation requires holding this whole up against some yardstick of quality or goodness. Students can be asked to apply some particular yardstick ("Did this experiment satisfy the scientific method?") or to create their own ("Develop an argument for or against a law banning genetic engineering").
