        Sussex County is the southern most county in Delaware. The size of the total population in 2000 was 126,697. Since 1990, the population in Sussex County has increased by 13 percent. The size of the black population in 2000 was 26,180, this represents roughly 20.6 percent of the county's population.  The size of the county's black population has increased by roughly 3 percent since 1990. The total number of registered voters in the county was 89,689 in 1998, and the estimated number of blacks registered to vote was 9,755.  About 40 percent of the county's registered voters were Democrats, 39 percent were Republicans, and 21 percent were Independents.

        Sussex County has a Council-Executive from of government. County Council has all legislative powers and the Council President heads it. County Council includes five representatives elected from districts. Sussex County has a County Administrator who is appointed by the County Council. Sussex County has five "Row Office" Officials who are elected at-large: Clerk of the Peace, Register of Chancery, Registers of Wills, Recorder of Deeds, and Sheriff. There are no African-Americans elected to county council or a "Row Office" in Sussex County.
