
In his new position, Homiak will coordinate the development and implementation of a University-wide safety and security plan and provide strategic leadership. He will oversee and manage security operations, emergency response and management plans and occupational health and safety programs, as well as training and development in these areas.
“Major Homiak brings a wide range of experience in law enforcement, safety and security,” Douglass said. “I look forward to working with him in addressing one of the University's top priorities: providing a safe and secure environment for our students, faculty, staff and visitors.”

Col. Thomas F. MacLeish, superintendent of the Delaware State Police, said, “Major Homiak has dedicated his life in public service to others. Prior to becoming a trooper, he worked as a dispatcher in our 911 center. He will be greatly missed by the men and women of the Delaware State Police, and we all wish him well in his new position."
Homiak, who has been a Delaware state trooper for 26 years, holds the rank of major and has responsibility for all state police criminal and patrol functions in New Castle County. He also oversees all state police responses and involvement during weather emergencies, hazardous waste spills and other critical emergency operations.
His recent accomplishments include creation of a Drug Task Force involving the largest police departments in Delaware and implementation of strategies that have reduced crime and fatal crashes.
Before becoming field operations officer, Homiak served as troop commander of Troop 6, overseeing the day-to-day operations of a 50 uniformed troopers. His earlier assignments included director of the Training Academy, director of planning and research and deputy supervisor of the Special Investigations Unit.
A Delaware native, he holds a bachelor's degree in criminal justice from Wilmington University and has attended the Police Executive Research Forum on Senior Management in Policing, the FBI National Academy and the Pennsylvania State University Police Executive Development Program. He is a member of the International Association of Chiefs of Police and the National Police Training Academy Director's Association.
