UD selects Robert M. Specter as v.p. for finance

5:10 p.m., Jan. 16, 2007--Robert M. Specter has been named vice president for finance at the University of Delaware, effective Feb. 19, UD Executive Vice President and Treasurer David Hollowell has announced.

Specter has served as vice president for administration and finance at the City University of New York's Baruch College and also as chief financial officer of the Baruch College Fund since April 2003.

"Rob Specter brings a wealth of experience to this position," Hollowell said. "We look forward to the contributions he will make to the UD management team."

As UD vice president for finance, Specter will administer and manage business and fiscal services of the University, including financial services, accounting, real estate, risk management, receivables and payables, procurement and internal audit. He also will advise the president and executive vice president in shaping institutional fiscal policies and planning, management and long-range financial planning.

Specter will serve as liaison with the external auditors and Board Audit Committee, will participate with senior staff in planning and policy development for the University, coordinate issuance of bonds and other debt instruments, assist the executive vice president with capital budget planning and ensure compliance regarding University, state and federal guidelines and laws related to financial matters.

Specter said he enjoys working in an academic environment. “Universities are exciting, innovative places where the focus is on developing our future,” he said. “A stream of new ideas is advanced continually, and I enjoy contributing to it.”

Regarding his new position, Specter said, “The University of Delaware is a wonderful campus community with values that mirror my own. UD has very solid fundamentals; chief among them is a high quality faculty that offers excellent instruction, integrated with a core of scholarly discovery that makes a real difference in our lives. I look forward to helping build upon the University's strong foundation toward even greater levels of service and achievement.”

Specter has invested much of his professional life in academic settings. At CUNY Baruch College, he is credited with helping restore financial integrity and stability. Before that, he served as vice president for finance and administration, chief financial officer and assistant to the executive vice president and provost at Oregon State University. There, he directed preparation of the OSU master plan for campus facilities and led an administrative services team in establishment of the institution's first upper-division branch campus in Bend.

Earlier positions include vice president for administration and finance and chief financial officer at Montana State University, director of business and finance for the Iowa Board of Regents and senior financial associate for the Arizona University System.

Specter's interests include the study of Earth sciences, sustainable building design and construction and competitive sports. He is a charter member of the Cascadia Chapter of the U.S. Green Building Council and is a member of Financial Executives International's New York City Chapter.

He earned his bachelor's degree in geoscience at the University of Rochester, a master's degree in geology at the New Mexico Institute of Mining and Technology and an MBA at Arizona State University.

Specter and his wife, Jennifer, currently reside in New York City and plan to move to Newark in February.
