Health-care coverage for adult dependent children

4:48 p.m., Jan. 23, 2007--Delaware's Statewide Benefits Office recently announced open enrollment for a new health-care program for adult dependent children (ages 21-24) that is being implemented because of the passage of Delaware House Bill 446. Later this month, participants in the group-health plan will receive a letter, mailed to their home addresses, explaining this new offering.

The new program provides a period of health insurance coverage up to age 24 for dependent children who meet certain eligibility requirements. The plan provides adult dependents with a more cost-effective option for health insurance continuation after coverage would have otherwise terminated.

Coverage effective March 1, 2007

An adult dependent must meet all of the following criteria to be eligible for coverage under the plan:

  • Under 24 years of age;
  • Unmarried;
  • Has no dependents of his/her own;
  • Is a resident of the state of Delaware; and
  • Is not actually provided coverage as a named subscriber, insured, enrollee or covered person under any other group or individual health-benefits plan, group-health plan or church plan, or be entitled to benefits under a state's Medical Assistance program.

Health-care benefits for the eligible adult dependent will be identical to the coverage of the parent or legal guardian who has coverage under the State of Delaware Group Health Insurance Program. In addition, for an adult dependent child to participate in the program, the parent or legal guardian employee/retiree must continue to have health care coverage through the state of Delaware.

The Adult Dependent Program includes the same health-benefit plans offered through Coventry Health Care of Delaware and Blue Cross Blue Shield of Delaware, which include the Employee Assistance Program, MediGuide program and Medco prescription coverage (except for BCBSD Basic Plan). Below are the monthly Adult Dependent Program health-plan premium rates, effective through June 30, 2007.

Coventry Health Care

HMO: $244.01

Blue Cross Blue Shield

Basic with wrap (does not include prescription coverage): $197.19
PPO-Comprehensive: $292.99
Blue Care HMO: $222.39
