State bonus plan clarified

1:13 p.m., June 18, 2004--An e-mail message was sent today to all University employees from Maxine R. Colm, vice president for administration, to clarify the state bonus plan.

Following is the text of her message:

“The state-approved bonus has become an issue. The facts related to the issue are two in number:

(1.) The State Budget Office earlier issued the instruction that the intent was "to provide a salary supplement (the bonus) for all employees who did not receive a raise" in Fiscal Year 2004.

Since University of Delaware employees did receive raises in Fiscal Year 2004, the University's Budget Office handled the payment from the state in the usual manner. Namely, money appropriated by the state for salaries is used as partial payment toward the amount required for the raises given to University employees.

(2.) On June 17, Gov. Minner stated and certain legislators agreed that the "money was...intended to be used as bonuses for University employees."

Since the individuals mentioned in (2.) were directly involved, the University will treat the appropriation in question as an addition to the salary increases now in place. The amount to be paid and the method of payment will be determined in the days ahead.”
