RYAN BROUGHTON
Mr. Broughton is the Emergency Management
Program Manager at Davis-Paige Management Systems, LLC, with over 20
years of experience in Emergency Management and Emergency
Services. He leads a team of Emergency Managers supporting
Headquarters, Department of the Army’s (HQDA) Protection Division in the
execution of the Emergency Management Modernization Program and related
Emergency Management projects supporting EM Program implementation
worldwide.
Mr. Broughton is the former Emergency Manager for the U.S. Fleet Forces
Command (USFFC) and the former Emergency Management Program Manager for
Commander, Navy Installations Command (CNIC). He led development
of the Navy’s Installation Emergency Management Program (OPNAV and CNIC
3440.17 series), developed the initial draft of the Department of
Defense (DoD) Installation EM Program (DoDI 6055.17), and developed the
Army’s Emergency Management Program Manual (DA PAM 525-27) for
Headquarters, Department of the Army’s (HQDA) Protection Division.
Mr. Broughton has served in Emergency Management and Emergency Services
with multiple DoD commands and civil jurisdictions. He has served
as a fire officer, firefighter, emergency medical technician, tactical
medic, and technical rescue specialist. He has experience with Joint
Terrorism Task Force (JTTF) and Metropolitan Medical Response System
(MMRS) operations in New York and Florida. He is a former Anti-Terrorism
Officer (ATO) and holds the Joint military sub-specialty for Chemical,
Biological, Radiological, and Nuclear (CBRN) and the Navy sub-specialty
for Command, Control, Computers, Communications, Intelligence,
Surveillance, and Reconnaissance (C4ISR).
Mr. Broughton is a graduate of Vanderbilt University and a former Navy officer.
