DAVID MILLER

David Miller joined FEMA as Associate Administrator of the Federal Insurance and Mitigation Administration (FIMA) during September 2011. Prior to that, he served as the Administrator for the Iowa Division of Homeland Security and Emergency Management where he served as the Governor’s Authorized Representative for eleven President-declared major disasters; including what historically, is the largest disaster to occur in the State of Iowa and is the fifth largest disaster in the United States.

He was responsible for the execution of Hazard Mitigation grant funds in excess of $350 million dollars. Under Dave’s leadership, Iowa achieved national accreditation under the Emergency Management Accreditation Program and was one of only twelve States to have an approved Enhanced State Hazard Mitigation Plan allowing for increased mitigation funding under the Hazard Mitigation Grant Program. Dave served in several positions with the Iowa Division of Homeland Security and Emergency Management, prior to serving as Administrator from 1989 to 2004 including Chief of Staff, Program Manager, and Executive Officer.

Dave has also served as the President and Vice-President of the National Emergency Management Association, as well as Chairs of the Legislative, Homeland Security, and Mitigation Committees. Dave is a graduate the Naval Postgraduate School’s Executive Education Program in Homeland Security and also served on the National Advisory Council. He has also served in the U.S. Navy as a radioman.
