The EIIP Virtual Forum Tech Arena featured Troy Armstrong, the Director of Business Development for eteam.com. Armstrong overviewed ETeam, an emergency and event management software system. The discussion covered ETeam's major features and how it can be used by managers and staff tasked with preparing for/responding to emergencies and events. The system is Web based - users need access to the Internet and a Web browser (Netscape 4.5 or Internet Explorer 4.0 or better). The presenter also touched on agencies currently using the system and what their experiences have been to date. Armstrong used a number of slides to emphasize and illustrate the capabilities of the ETeam product to the EIIP Virtual Forum audience.

Before joining eteam.com as Director of Business Development, Troy Armstrong was the Chief of Operations for the Governor's Office of Emergency Services (OES) for the State of California and responsible for managing the State's response to five federally declared disasters. During his tenure at OES, Mr. Armstrong oversaw the development and implementation of the State's Response Information Management System (RIMS). (See EIIP June 1998 Tech Arena presentation.) Additionally, Mr. Armstrong was the project manager for OES's new state-of-the-art 42,000 square foot state operation center.

He has more than 12 years of experience in emergency management, the first eight coming as an operations officer for the California National Guard's (CGN) Crisis Action Center (CAC). During this tour, Mr. Armstrong specialized in integrating military forces into civil government response operations. He also served as the military representative to the State's Standardized Emergency Management System advisory board.
